The Southwood CDD held its January 2018 meeting on Jan. 11 at the Southwood Community Center and covered the following items:

Park & Recreational Facilities Update

Chairman Kelley updated the board on discussions with city commissioners and city staff. The city has indicated the possibility of funding and developing a park and/or recreational facilities on part of the 62-acre parcel of land close to Florida State University Schools. A proposal may be discussed at a February commission meeting.

Additional Items

Rhonda Mossing of MBS Capital Markets LLC updated the Board on refunding opportunities for Series 2008A and Series 2011 A-2 Bonds, which would result in lower interest rates and lower assessments for related residential and commercial properties. Other bond series for current residents have been refunded in the past, resulting in lowered assessments for those property owners. The board directed staff to begin document preparation for the February meeting.

The Board discussed the portion of Southwood known as LDR-5, which is currently under consideration for platting by Premier Homes. Supervisors discussed their concerns about homes that would not front Orange Avenue, the potential conveyance of green space to the CDD, and a lack of on-street parking on Orange Avenue. The Board will wait for Premier to review the CDD’s dedication and acceptance agreement that outlines the District requirements before it will approve the plat plan or accept conveyance of common areas.

A representative from the Tallahassee Symphony Orchestra provided an update on Pops in the Park, scheduled to be held in Southwood on April 28. Tickets will go on sale soon.

In response to a resident request, staff has been researching the cost of placing recycling containers in the neighborhood as well as the cost of emptying those containers. The Board discussed several options and staff will continue to gather information before a final decision is reached.

The next meeting will be on Thursday, Feb. 8 at the Southwood Community Center. The agenda will be posted online a week before the meeting.
